OPEN LETTER TO NORTH YORKSHIRE COUNTY COUNCILLOR CARL LES. MEMBER OF NORTH YORKSHIRE POLICE AUTHORITY AND CONSERVATIVE CANDIDATE FOR THE POST OF POLICE AND CRIME COMMISSIONER FOR NORTH YORKSHIRE

Dear Councillor Les,

I am writing to you in your capacity as a member of the North Yorkshire Police Authority and the Conservative candidate for the post of Police & Crime Commissioner in North Yorkshire.

I have read the various and continuing allegations of serious high-level corruption in North Yorkshire Police and the North Yorkshire Police Authority raised over the past two years, in local and national press, and in Parliament, with mounting incredulity.

The North Yorkshire Police Authority has been extensively criticised in the press and by the IPCC over failure to control Chief Officers Expenses:

No Chief Police Officer or member of the Police Authority denies these allegations; they are all simply maintaining their right to silence and the Police Authority allows them to do this.

In the Hofschröer fraud case, a gang of corrupt police officers (known as the “Inspector Moriarty Gang”) based at Fulford Road Police Station in York, and at Force Headquarters at Newby Wiske Hall, Northallerton have tried to pull off a 500,000 Euro criminal fraud against an old-age pensioner, leaving her destitute and stranded in Austria. Again, they have been protected by the Police Authority and by Chief Police Officers. No police officer will comment on these allegations; all are maintaining their right to silence. I will be naming each of these officers in Real Whitby in an article later this week.

Now, your colleagues Conservative Councillor Kenyon and Councillor Miller, are publicly accused of the gravest possible allegations of corruption and the criminal offence of Misconduct in Public Office, a crime that is punishable by life imprisonment:

Again, there has been no response from the Police Authority at all; no one denies these allegations are true, and Councillor Kenyon has simply chosen to exercise her right to silence. Well, I am afraid that this does not serve the public interest. The public expect a much higher standard of conduct and open accountability than this.

How can you and every one of your colleagues on the Police Authority, including three Justices’ of the Peace, support a position where the Conservative Chairman of the North Yorkshire Police Authority and another Councillor, her life-partner, have been openly accused of a serious criminal offence and do not deny it; they simply refuse to respond to it?

How can this be consistent with the policy of your party to be open and transparent in government and to oppose corruption, or the public duty of yourself and every member of the Police Authority? Councillor Clark was right when he stated to the Yorkshire Post that you should all be swept away.

Surely you acknowledge that Councillor Kenyon and Councillor Miller must immediately and publicly rebutt these allegations credibly, line by line, or resign?

In his open letter dated 21st of May 2012, to Mr Julian Smith MP, Mr Holderness stated, “As always my members would be pleased to meet with you, or anyone, to discuss these and any other issues.”

On this basis Councillor Les, I would like to take up your offer. Please can you confirm a date in the very near future to meet with myself and my team?

    No, just facts.

    The government of North Yorkshire (if not the whole country) is in the hands of a crime syndicate.

    Could it be the paper trail runs all the way to No. 10?

    keith vaz mp requestiing ininvestigation into ipcc conduct.it appears endemic police across the country fabricate information and claim complaints unsubstantiated hence detective thompsons exposure.bent britain.if police did their job it wouldnt need to be done for them the nations had enough!fed codswallop what constitutes a crime!

    Well, I’ve been keeping an eye on the current election for Police & Crime Commissioner for North Yorkshire.

    As we know, Jane Kenyon was the first to drop out of the race for the Conservative nomination. I wonder why.

    The next to fall by the wayside was Carl Les. He too obviously has other matters on his mind.

    One of the few remaining candidates is Julia Mulligan, who apparently runs a marketing agency in Leeds and made an unsuccessful attempt to win the Leeds North West seat at the last General Election. at least according to the York Press (see: http://www.yorkpress.co.uk/news/ryedale/9778891.print/).

    I tried to find a way of contacting her and found an e-mail address in the internet, so I wrote her this e-mail:

    Lord Maginnis made a number or pertinent statements here and described NYP as “that particularly dubious constabulary,” which “merits careful investigation”,

    All chief officers, those present and of the recent past, are not denying public allegations of being involved in serious crimes committed against a disabled, 83 year-old great-grandmother. Indeed, legal opinion is that there is sufficient grounds to arrest and successfully prosecute them for the criminal offences they have committed.

    They also are not denying public allegations of making fraudulent expense claims and evading paying income tax.

    The fraud investigator working on the corruption in North Yorkshire Police on behalf of Lord Maginnis has raised the matter with all members of North Yorkshire Police Authority, but they have colluded with the corrupt police officers and have themselves committed such serious criminal offences, there are now calls for their arrest.

    i have attached a selection of documents which support my allegations.

    I was wondering if this corruption causes you any concern, and if so, what action you would propose to restore the rule of law to North Yorkshire should you be elected to Police Commissioner.

    Unfortunately, the e-mail bounced, as the address was no longer valid, so I looked further.

    I found the details of a company by the name of Sixteen Hands, which appears to be the marketing agency she runs. I phoned, but nobody answered, so I resent the e-mail to the company’s generic address, with a note:

    As I did not get an answer, I phoned the company again. This time, somebody did answer and was kind enough to give me her e-mail address, so I sent off the original e-mail for the third time with a covering note:

    It seems I upset her.

    But then I started thinking about the reply. Sixteen Hands is her employer? York Press got it wrong then? I decided to do some more research here and came across the following:

    So Sixteen Hands has two employees, the founder and an account manager. I wonder who is the employer then, the founder or the account manager? Or could it be that Dear Julia is not quite telling the whole truth? That would be disappointing, as North Yorkshire so desperately needs a person of integrity to sort out “THAT PARTICULARLY DUBIOUS CONSTABULARY”.

    In the hope there is some innocent explanation, I have just written to her again asking her to comment on this website. Let’s hope she does.

    Or is it going to be right of silence again?
