All of the double-dipping NYCC/SBC Councillors were exonerated by the Standards Committee, which is composed of fellow Councillors, the only dissenting voice being that of SBC Councillor Colin CHALLEN, who stated (on the Scarborough and Whitby Labour Party website):

“Another issue which emerged out of this hearing was that a County Council official appears to have provided at least four of the eight members with a paragraph long statement which those members then used in response to the County Council’s own investigating officer’s inquiries. This would be like a detective providing you with the answer to his own questions, and clearly this has muddied the essential independence of the officer – councillor relationship. It is a matter which warrants further investigation.”

Councillor Colin CHALLEN also stated:

“The simple solution would have been for the Committee to suggest to the members involved that if they thought that the identifiable sums paid (I won’t go into the arcane details of how the sum is calculated and paid) were excessive, then the difference could be repaid.”

Former West Yorkshire Police Detective Inspector Cedric CHRISTIE of the WYP Major Fraud Division has expressed the following opinion:

“Claiming twice for something like broadband is just the same as claiming mileage from two different authorities for the same journey. If I was investigating these circumstances I would consider a case of fraud by false representation under Section 2 of the Fraud Act 2006.”

Councillor Colin CHALLEN further stated:

Another member insisted that she paid for all her I.T. needs out of her own pocket, which rather begged the question of what she spent the allowances on.”

    When are the likes of Janet Jefferson, Bill Chatt and Brian Simpson going to make a statement about the tragic, horrific and devastating murder that occurred in Scarborough last week-end. All three sit on Youth/Crime/Housing panels where their communities have been virtually torn apart. Scarborough Town’s youth is in shreds. This has to be the worse crime event to ever happen in our town and yet they remain silent.

    It has been pointed out to me that Councillor Challen himself was featured in a the Telegraph newspaper about MP’s expenses abnormalities.

    I really hate any sort of fiddling and have looked at this very closely. I must admit that on balance it looks like Mr Challen was quite right if you exclude the fact that this situation used to be called ‘creative accountancy’. In this case though it is quite legal and, in that the other legal alternative (apart from claiming nothing for a justifiable expense) would have cost the tax payer more, then it is probably morally justified. So I think I will go back to my old student days and say ‘Whenever I feel like a laugh, I read the Daily Telegraph’, which organ seems to have spun this to quite an extent.

    I do not know if I am classed as a ‘RW’ writer, but I do make an occasional comment, and I do live in Whitby, though not ‘born and bred’. My family have been connected with Whitby since 1426, and, to balance things up, as I do make comments about things which relate to Scarborough, one of my ancestors, Edward Hopper Hebden, was the mayor of Scarborough in I think, 1851. There used to be a large oil painting of him,hung in the entrance to the Town Hall,at one time, he was dressed in hunting attire, sitting on a horse; the painting was painted by an eminent artist, and was quite famous. I wonder what happened to it? I do hope that it didn’t find it’s way onto Ebay and got sold for £25.00 like that ‘Mouseman’ Thompson pew.
