NYCC Election Preview – County Councillor Brian SIMPSON

The Free Dictionary defines the term ‘Double dipping’ in the following way:

Double dipping


- The practice of receiving compensation, benefits, etc, from two or more sources in a way regarded as unethical, as from a government pension and a government job.

Surely, the term is applicable to the act of accepting two separate Allowances (‘compensation, benefits, etc’), from two distinct ‘sources’ (NYCC and SBC), in respect of the one single expenditure arising from the fee contingent upon a single Broadband connection?

  • County Councillor Brian SIMPSON  is a member of Scarborough Borough Council
  • County Councillor Brian SIMPSON is a Portfolio-Holder member of the SBC Cabinet
  • County Councillor Brian SIMPSON is SBC’s delegated NY Police & Crime Panel member
  • County Councillor Brian SIMPSON received £500+ per annum from NYCC for IT/Broadband
  • County Councillor Brian SIMPSON also received £255 per annum from SBC for IT/Broadband
  • County Councillor Brian SIMPSON has refused to pay back the excess money
  • County Councillor Brian SIMPSON believes he is fully entitled to receive two lots of IT/Broadband Allowances when he only pays out a fraction of that
  • County Councillor Brian SIMPSON attended one or more NYCC Council meetings where the IT/Broadband Allowance was discussed, so cannot claim to be unaware of it
  • County Councillor Brian SIMPSON last elected on 04/06/2009 and sits in the Eastfield & Osgodby division
  • County Councillor Brian SIMPSON standing in forthcoming elections in Eastfield & Osgodby division
  • County Councillor Brian SIMPSON is Chair of Eastfield Parish Council – soon to be Eastfield Town Council
  • County Councillor Brian SIMPSON will be the first Mayor of Eastfield
  • County Councillor Brian SIMPSON signed up to Nigel’s Transparency Pledge
  • County Councillor Brian SIMPSON lost on appeal over a Standards Complaint against Councillor Carole GERADA
  • County Councillor Brian SIMPSON has in the past changed his party political allegiance; first from Labour to LibDem, and then from LibDem to Independent, his present political vehicle

All of the double-dipping NYCC/SBC Councillors were exonerated by the Standards Committees, the only dissenting voice being that of SBC Councillor Colin CHALLEN, who stated (on the Scarbrorough and Whitby Labour Party website):

“Another issue which emerged out of this hearing was that a County Council official appears to have provided at least four of the eight members with a paragraph long statement which those members then used in response to the County Council’s own investigating officer’s inquiries. This would be like a detective providing you with the answer to his own questions, and clearly this has muddied the essential independence of the officer – councillor relationship. It is a matter which warrants further investigation.”

Councillor Colin CHALLEN also stated:

“The simple solution would have been for the Committee to suggest to the members involved that if they thought that the identifiable sums paid (I won’t go into the arcane details of how the sum is calculated and paid) were excessive, then the difference could be repaid.”

Former West Yorkshire Police Detective Inspector Cedric CHRISTIE of the WYP Major Fraud Division has expressed the following opinion:

“Claiming twice for something like broadband is just the same as claiming mileage from two different authorities for the same journey. If I was investigating these circumstances I would consider a case of fraud by false representation under Section 2 of the Fraud Act 2006.”

    A message to cll simpson,how can look the pulic in the face???this is a total DISGRACE,as you are paid on the back of the public purse YOU should be ashamed.. How have you got the front to carry on? It will come back to bite you,and you know it.

    Another fiddler eh and to think he’s on the police commisioners panel! No morals whatsoever,and he isn’t very reliable either only attending 60% of his meetings, time he went with the others who like to dip into OUR money!

    The only thing missing from your list is that Councillor Simpson and others were cleared of any wrongdoing by an enquiry.

      Yes we know Cllr Simpson and co.did nothing illegal by taking 2 lots of money 4 the cost of IT etc.that was covered in an earlier debate,what they did was morally wrong to take it! Over 750quid from US the tax payer and who suffers 4 cutbacks? US! And I still say its fraud.

        Best to take people to court before accusing them of fraud, otherwise that might be construed as defamatory – especially as they have been exonerated by the enquiry.

        Didn’t some of the councillors say they had spent more on IT and broadband than the allowances they received?

        Many years ago, my remuneration consisted of a salary and a fixed car allowance, paid monthly. If I chose to walk, I made a profit.

    Nigel, the over use of bold makes the article very uneasy on the eye, you will loose people as soon as they look at it. Keep it simple, dont use bold everywhere and dont use all capitals. It looks dreadful and has been proven to loose the reader before they even start.

    Truth Honesty & above all Transparency. Isn’t that what we the electorate expect from our Politicians Councillors & Council officers. Errr! Have I got it wrong or was their something lost in translation. It now seems to read We will Lie Cheat Double dip & in some cases Treble dip. Defraud. Bamboozle. Hood Wink & generally steal from the public purse. Oh! & of course treat the rest of us as uneducated Plebs. Richard Nixon (Tricky Dickey ) (There will be no cover-up!) would have been proud of this mob.

    It is perhaps sad that if he ‘represented’ any ward but Eastfield, the electorate would have turned him out years ago. But he has a certain boyish charm and is certainly a clever politician (in the loosest sense of the word). He probably learned the art of self preservation from his former mentor Brian O’Flynn, when he was in the Liberals, who was an expert at saying one thing and meaning another. If one analyses what he claims credit for you will see that he is responsible for none of them. The only thing he has really done is to make the Eastfield Parish tax soar by not holding SBC to account on its promises of not charging Eastfield residents anything for running the Dell project and by donating money to the neighbouring, richer, Parish of Cayton. Not sure how legal that is but Cllr Jeffels of SBC once said that a Parish Council can do what it likes unless somebody has the will and the cash to take them to court.

    This man has been described by people that know him as being ‘self-confident to the point of being arrogant, and arrogant to the point of being bombastic.’ Next month he will be declared Eastfield’s first mayor. Which is about as noteworthy as saying he is the bluebottle at the top of the dung hill. Sorry people of Eastfield if you think I am calling Eastfield a dung heap, it isn’t, but it isn’t a town either.

    As I understand it, none of these councillors “claimed” this allowance — they were all paid automatically.

      I’m afraid that in law it is like saying that if the Inland Revenue sends you a tax rebate in error, you can legally keep it. Sorry Mr Chapman but that isn’t the case. It just doesn’t work like that. Your felony is not receiving it, it is keeping it.

        Mr Miller, as far as I can tell, no felony has been committed so your line of argument makes no sense.

        However, the former police officer did, apparently, accuse the councillors of claiming their IT/broadband expenses, which I gather isn’t true as they submitted no such claim.

        The question is whether they were morally justified in retaining the money that was paid to them automatically and by right. Those whose automatic or claimed expenses don’t cover the full amount they have outlaid will presumably have no qualms.

    And that winds up Mr. Simpson as a County Councillor.

    Tony Randerson, the Labour Party Candidate has beaten him by a comfortable majority with a turnout of 22%. That turnout is quite large for Eastfield and Osgodby and I suspect that many people who would not normally vote turned out for a candidate who, so far, is not tainted by moral corruption. I am sure that, even though this is Real WHITBY, Tim, Tim and Nigel will keep their eyes and ears to the ground and let us know if anything nasty should happen in the wood shed. Well done you guys. One down but still a lot of double dippers to go. And still a long way to go at Eastfield. Well done you guys and keep up the pressure where necessary.

    Oh and Mr Charmless, I know this is feeding the moose, but I have never watched that particular program and if I had I think I would have noticed that it is set in the US so is not relevant here. I studied a law element when I did my Ph.D. so I could practice as a forensic psychologist. There, I am now out of moose fodder.

    SBC Councillor and Portfolio Holder Brian SIMPSON was NOT re-elected to North Yorkshire County Council.

    No public confidence in the Portfolio-Holder.

      It’s not consolation he wants. It’s money. Do any of you Corruption Busters know if he can legally claim more cash as Grand Poobah of a (so-called) town than he can as Chair of a Parish?
