North Yorkshire Police finally climb down and admit some of the truth

For the last eighteen months, Real Whitby has consistently alleged that Jimmy Savile operated in Scarborough and Whitby in a paedophile-ring with Peter Jaconelli (and others), who was well known locally to be a paedophile, but was left alone by North Yorkshire Police because of Jaconelli’s influence as a senior Conservative politician, Mayor, Councillor and influential local businessman. Consequently, North Yorkshire Police failed to arrest Jaconelli (Britain’s most successful paedophile who operated untroubled by the police for all of his adult life), which would surely have led them to Savile, (Britain’s most prolific paedophile and rapist).

Real Whitby has also alleged that when asked for intelligence on Savile by Surrey Police in 2007, North Yorkshire Police Force Intelligence Bureau replied that it had none, although according to national newspaper reports, Savile, Jaconelli and another man had in fact featured in a 2003 paedophile investigation conducted by North Yorkshire Police. Consequently, Surrey Police did not receive the intelligence from North Yorkshire needed to assist in its investigation – and the best opportunity of bringing Savile to justice was lost.

The FIRST Savile investigation by North Yorkshire Police

The first investigation by North Yorkshire Police denied that Savile had any connection to Scarborough at all. Quote:

  • When the allegations surrounding Jimmy Savile were publicised, we carried out extensive searches of force records which did not reveal a local connection”.

This was despite the fact that he lived openly in Scarborough and had attended an event for young people in 2008 organised by North Yorkshire Police where he shared the platform with the Chief Constable. They even provided him with his own personal squad car and a police driver to drive him around, even though he was under investigation by Surrey and Sussex Police for serious sexual offences at the same time.

As soon as Real Whitby started to investigate this claim, it miraculously disappeared from the North Yorkshire Police website. However, as a result of this deliberately misleading statement, North Yorkshire Police were excluded from the enquiries by HM Inspectorate of Constabulary, that had been ordered by the Home Secretary.  Although they should have been included in it.

Following publication of the HMIC report, which did not include any reference at all to North Yorkshire Police, the Home Secretary then made this statement to the House of Commons:

  • “In particular, I asked that the review establish clearly which forces received reports or allegations in respect of Savile and related individuals prior to the launch of Operation Yewtree on 5 October 2012. For each of those forces, I asked HMIC to review the extent to which the allegations were robustly investigated and whether there were any police failings in doing so. HMIC have concluded their review and today published their report. A copy will be placed in the House Library. [My emphasis in bold]. HMIC conducted enquiries in all 43 police forces in England and Wales, and liaised with HMIC Scotland and the States of Jersey Police. Their review finds that, as far as police records disclose, five allegations of child sexual assault were made against Savile to the police between 1958 and 2009. In addition to these recorded allegations, the Metropolitan Police Service (MPS) has traced two historical intelligence entries relating to Savile.”

In fact, Real Whitby has established that North Yorkshire Police had received multiple reports of sexual offences by Savile and Jaconelli and ignored them. However, by issuing the statement that Savile had “no local connection to Scarborough” North Yorkshire Police excluded this evidence from Operation Yewtree and the HMIC reports.

Consequently the Home Secretary was deceived into misleading Parliament in her statement.

Real Whitby forces North Yorkshire Police to conduct a SECOND investigation into Savile and Jaconelli

Following comment to the IPCC from Real Whitby exposing the above blatant falsehood, North Yorkshire Police was directed by the IPCC to conduct an investigation into our allegations about Jimmy Savile and his associates, which of course includes Peter Jaconelli.  he investigation was conducted by Assistant Chief Constable Sue Cross of North Yorkshire Police and is available through the North Yorkshire Police Website here.

The BBC Inside Out documentary, broadcasted at 7.30 p.m. on the 10th of February 2014 all over the North of England, featured some of the witnesses who have come forward to Real Whitby, who confirmed that Peter Jaconelli was a rabid paedophile and that North Yorkshire Police had both known of his offending and covered it up for decades, as Real Whitby has consistently alleged.  The BBC documentary can be accessed here:  http://www.real-whitby.co.uk/real-whitby-bbc-faceless-public-servants

The BBC also confirmed that Deputy Chief Constable Sue Cross had not interviewed any of the witnesses to Jaconelli’s offending identified by Real Whitby – some of whom are specified here.  Again, as previously alleged by Real Whitby.

Deputy Chief Constable Cross had ignored salient witness evidence to exonerate her force from any blame over its catastrophic and indefensible failure to detect Jimmy Savile (Britain’s most prolific paedophile and rapist) and his close associate Peter Jaconelli (Britain’s most successful paedophile and an Operation Yewtree Tier 2 suspect) who offended in Scarborogh and Whitby relatively openly, completely untroubled by North Yorkshire Police, for about fifty years.  Nevertheless, -incredibly- North Yorkshire Police and the IPCC stood by Deputy Chief Constable Cross’s investigation in the comment made to the BBC.

The IPCC Investigation (The THIRD investigation into North Yorkshrie Police and Savile)

On the 1st of November 2013, Deputy Chief Constable Madgwick announced that Mr Moir Stewart, the IPCC Director of Investigations has now exonerated North Yorkshire Police of any blame for its failure to detect Savile (Operation Yewtree Tier 1), Jaconelli or Corrigan (Operation Yewtree Tier 2):

  • “I am now able to let you know we have completed that review of all the evidence and material relating to the late Jimmy Savile and have decided to take no further action with regard to your force.”  

Although in fact, as the BBC documentary showed, North Yorkshire Police had deliberately ignored evidence.

Real Whitby forces North Yorkshire Police to conduct a FOURTH investigation into Savile and Jaconelli

So Real Whitby raised its concerns with HM Inspector of Constabulary Drusilla Sharpling CBE, who oversaw HMIC’s investigation into Savile and his associates.

As a result of the Real Whitby criticism, HMI Sharpling ordered North Yorkshire Police to conduct further investigations, effectively ordering it to re-open the Operation Yewtree investigation, thus vindicating our concerns over it and over the conduct of Deputy Chief Constable Cross.

Following the earlier investigations – which were blatant cover-ups – the FOURTH investigation has now reported as follows:

North Yorkshire Police and the Police and Crime Commissioner for North Yorkshire have issued the following statement relating to a recent voluntary referral to the Independent Police Complaints Commission

North Yorkshire Police has made a voluntary referral to the Independent Police Complaints Commission (IPCC) concerning the way in which the force recorded and responded to reports it received against two men regarding child sex abuse were handled.

The formal referral, made on Thursday 3 April 2014, follows an internal enquiry conducted by the Force.

The referral relates to  how North Yorkshire Police responded to an allegation it received over a decade ago about Jimmy Savile (who died in October 2011) and about several allegations made recently about Savile’s friend, Scarborough resident Peter Jaconelli, who died in 1999.

The referral also relates to whether any information it held on record about Savile or his known associates was properly and comprehensively disclosed to Her Majesty’s Inspector of Constabulary (HMIC) when it, and other police forces in England and Wales, were asked to do so by HMIC in December 2012 and again by the IPCC in May last year.

The Chief Constable for North Yorkshire Police, Dave Jones said: “There has been, quite rightly, significant public interest in how the Police Service nationally responded to reports relating to alleged offending by both Savile and his known associates.

“In order to determine whether North Yorkshire Police responded appropriately to information we may have received, I instructed that an immediate review all of our systems be completed to ascertain if there was any recorded information in relation to Savile, Jaconelli and their known associates and friends, in respect of any reported offending.

“As a result of this review, I have referred the matter to the IPCC for their consideration.

“It is imperative that the public, especially victims, have confidence in the police, and that we are trusted to record and investigate all allegations of crime that we receive.”

North Yorkshire Police enquires have already obtained evidence from a number of identified witnesses. Such is the nature of the evidence that, if he were alive today, Peter Jaconelli would have been interviewed under caution and a file of evidence would have been submitted for consideration by the Crown Prosecution Service.

Information has already been referred by North Yorkshire Police to Operation Yewtree, the national investigation into allegations regarding Savile’s activities.

Real Whitby comment on the North Yorkshire Police statement

I would bring particular attention to the following paragraphs of the North Yorkshire Police statement:

North Yorkshire Police enquires have already obtained evidence from a number of identified witnesses. Such is the nature of the evidence that, if he were alive today, Peter Jaconelli would have been interviewed under caution and a file of evidence would have been submitted for consideration by the Crown Prosecution Service.

This quashes the Cross report and vindicates our criticism of Deputy Chief Constable Sue Cross, who ignored the witness evidence and her duty to get to the truth.  Instead she produced a report that blatantly white washed North Yorkshire Police of any responsibility for its failure to detect Savile and Jaconelli, which was a blatantly corrupt act. As far as we are aware, all of the witnesses referred to in the statement were developed by Real Whitby.  Not the Police, although they were available to Assistant Chief Constable Cross to interview had she wanted to.  North Yorkshire Police have only interviewed them now because the broadcast of the Inside Out documentary forced them to.

It also confirms irrefutably the allegations that Real Whitby, Trevor Harrington, former-Councillor Geoff Evans and many others have made that Peter Jaconelli was a paedophile and that every schoolboy, parent and policeman in Scarborough knew about it now stand vindicated, despite eighteen months of stonewalling and intimidation from North Yorkshire Police.

North Yorkshire Police conducted a major investigation into historical sexual offences in Scarborough in 2003, into historical allegations of paedophilism going back to the 1980’s, which generated so much intelligence it had to be recorded in HOLMES (Home Office Large Major Enquiry System).  Although according to national and local newspaper reports, Savile and Jaconelli had featured in the 2003 investigation. North Yorkshire Police claimed it held no intelligence on Savile, Peter Jaconelli or Jimmy Corigan at all, despite the fact that every schoolboy in Scarborough knew Jaconelli was a paedophile who operated relatively openly in Scarborough for about fifty years and this must have been revealed to them before and during the investigation and must have been recorded on HOLMES.

The Cross report also claims “there is no intelligence held regarding the alleged association of [Name Redacted, but thought to be Peter Jaconelli] and Savile prior to the media coverage associated with Operation Yewtree” North Yorkshire Police simply claims it was unaware that Savile was an associate of Peter Jaconelli, (although this was separately reported in the national press, the television and was well known locally).

Real Whitby’s information is that North Yorkshire Police had received reports of Savile’s offending at Scarborough Police Station in the 1970’s

In my article on the North Yorkshire Police Intelligence failures that allowed Savile to offend with impunity, I contend that this would have been impossible and that Jaconelli must have come to the attention of the police and been entered into police notebooks, witness statements and HOLMES..

The above statement now confirms this.

It further confirms the that North Yorkshire Police failed to pass on intelligence it had on Savile and Jaconelli to the Surrrey investigation in 2007, dooming that investigation to failure, rather than have the unpalatable truth revealed that North Yorkshire Police had protected Jaconelli for years.

Where now for Operation Yewtree?  The biggest police cover up since Hillsborough

Currently the situation is:

  • North Yorkshire Police have been shown to have blatantly lied in both of the first two investigations into Savile and the full truth has still not emerged from the third investigation.
  • North Yorkshire Police was excluded from the HMIC report into Savile but should have been included.
  • North Yorkshire Police were also excluded from the IPCC investigation when they should have been excluded.
  • HM Inspector Sharpling is standing by the report she issued to the Home Secretary, although this latest statement from North Yorkshire Police shows that it is fundamentally flawed to the point of having no credibility.
  • No reference to this information was made in the statement to the House of Commons by the Home Secretary on the HMIC report, although it should have been included and Mrs May has been put in the position of having been deceived into misleading the House of Commons as a result.
  • This IPCC decision by Mr Moir Stewart not to pursue any disciplinary action against any officer of North Yorkshire Police was made on the basis that all of the available evidence and material on Jimmy Savile had been examined by North Yorkshire Police and provided to the IPCC.  Although it has been clear for months that

a)    It was not.

and

b)    This contention was destroyed by both Real Whitby and the BBC in February.

Nevertheless Mr Stewart (who was formerly a senior police officer in the Metropolitan Police) has resolutely refused to retract this decision and is still standing by the IPCC report, even though this announcement by North Yorkshire Police confirms it is WRONG, as consistently alleged by Real Whitby since November 2013.

  • Both Nigel Ward and I emphasised in our evidence to Operation Yewtree detectives that Jaconelli was a paedophile, that North Yorkshire Police had covered up for him for fifty years and that it must have had intelligence on him, Savile and the others in the ring, some of whom may still be alive and could face prosecution. Yet this grave allegation, now vindicated by the above statement has been studiously ignored and Peter Jaconelli conveniently appears nowhere in the Operation Yewtree report.
  • Operation Yewtree was established to investigate Savile (Strand 1) and Savile Associates (Strand 2).  The failure to comment on Jaconelli (Britains most successful and longest running paedophile) and an Operation Yewtree Strand 2 (Savile associates) target criminal at all in the Operation Yewtree report, despite all of the evidence of multiple witnesses is a major failure.
  • The Metropolitan Police is the lead force on Operation Yewtree and had a duty to intervene if there was something going wrong in the North Yorkshire Police end of the investigation.   On the 12th of February 2014 I wrote to Operation Yewtree with a copy of the BBC Inside Out Programme raising concerns that as a result of the blatant inadequacy of the Cross investigation, that the integrity of Operation Yewtree had been completely compromised.  Allegations I had been making to the Met for some time and which now stand completely vindicated.  Instead of intervening, I received the following letter from the Metropolitan Police, which does not deny any of the concerns aired by Real Whitby and the BBC are valid, it simply states that it is not the Metropolitan Police’s concern.

  • Incredibly, the Metropolitan Police confirms in the above letter that it is refusing to pass on information to the North Yorkshire Police investigation. A classic example of a failure of intelligence and typical of the mistakes made throughout Savile’s life that allowed him to offend with impunity and which were supposed to have been addressed by the police, but obviously have not been.
  • North Yorkshire Police is ignoring freedom of information requests from Real Whitby, thereby preventing any further embarrassing disclosures. Detective Superintendent Heather Pearson and Deputy Chief Constable Madgwick are still threatening to arrest me for expressing opinions on North Yorkshire Police he does not approve of, which of course includes the Savile investigation.

In summary, the three most important failures to arrest Savile all occurred in Scarborough:

  1.  The failure to arrest Jaconeli, which would surely have led the police to Savile.
  2. Our information is that Scarborough CID received complaints about Savile abusing children at his caravan overlooking Scarborough in the 1970’s and that these were ignored at the time.  This was the best opportunity of bringing Savile to justice and if it had been acted upon, would have prevented decades of offending.
  3. The failure to pass on the intelligence to Surrey Police that North Yorkshire Police now admits it had, which ensured the failure of the Surrey investigation.  Again, had it been passed on, it would probably have led to Savile’s arrest.

Yet this has also not been addressed in any of the North Yorkshire Police reports, Operation Yewtree, the HMIC investigation, the IPCC investigation or the Home Secretary’s statement to the House of Commons. Jaconelli and the Scarborough offences have been immaculately airbrushed out of the investigation. The full truth has not yet come out. 

The Real Whitby follow up.

Real Whitby has written to Councillor Tom Fox and asked that he confirm that Peter Jaconelli’s title of Alderman will now be stripped from him, as requested by Trevor Harrington and Geoff Evans, both of whom had the courage and integrity to speak out, when everyone else wanted to keep it quiet.

I will be writing to North Yorkshire Police requesting that disciplinary action is taken against a number of officers from North Yorkshire Police and one from the Metropolitan Police over the way that the Operation Yewtree investigation was conducted in respect of the  Scarborough ring.

We will be commenting on the IPCC investigation into North Yorkshire Police (the fifth Savile investigation in North Yorkshire) as and when it is released.

    We have received the following comments from HMIC and the IPCC. Unfortunately they arrived after our publication deadline, but we are publishing them in the comments section.

    HMIC commented: “HM Inspectorate of Constabulary is aware of the referral by North Yorkshire Police to the Independent Police Complaints Commission. As this is an ongoing matter, it would inappropriate for us to comment further at this time.”

    An IPCC spokesman commented:“We are assessing the referral from North Yorkshire Police to determine our level of involvement.”

    I have been following this for some time now.
    I salute you all, brave people. Keeping on keeping on is working.
    Already,I see it is giving some of the victims of this inexplicably huge, attempted,
    Cover up the courage to speak out about abuse suffered as children that has tainted their adult lives.
    I feel sure more will come forward now.
    I would say more but as this is an ongoing dossier of these crimes against the most vulnerable in society by the most despicable, I will not.
    I look forward to the continuing corruption busting, bringing common justice to the corrupt in our land. If I were one of them I would be very afraid right now.

    Reaction to North Yorkshire Police ‘Jaconelli’ referral

    The Leader of Scarborough Borough Council has issued a response to a statement from North Yorkshire Police relating to Peter Jaconelli, a former Mayor of the Borough.

    North Yorkshire Police has made a voluntary referral to the Independent Police Complaints Commission (IPCC) concerning the way in which the force may have handled information about child sex abuse allegations against Peter Jaconelli and his friend, Jimmy Savile.

    The formal referral, made on Thursday 3 April 2014, follows an internal enquiry conducted by the force.

    The referral relates to how North Yorkshire Police responded to an allegation it received more than a decade ago about Jimmy Savile (who died in October 2011) and about several allegations made recently about Peter Jaconelli, who died in 1999.

    Cllr Tom Fox said: “I am pleased that North Yorkshire Police has now referred the matter of the conduct of its investigations into the late Jimmy Savile and Peter Jaconelli to the IPCC.

    “This is a mature and responsible action and hopefully will grow public confidence in how matters have been dealt with.”

    Cllr Fox added: “Now the police have stated that if Peter Jaconelli was alive today he would have been interviewed under caution – a criminal interview – and a file submitted to the Crown Prosecution Service, which is the ultimate decision-maker for taking people to court, I am confident to say that this leaves me in no doubt that the evidence relied on comes from victims who are creditable, truthful and most reliable.

    “On that basis I am engaging councillors with a view to bringing forward a motion at the next Full Council meeting for a permanent resolution in respect of his Alderman status and certain other matters.”

    I salute you as you endeavour to take on the establishment.

    In 2003 I was presented by a man from Hartlepool who had been coming to Staithes for 10 years to my small inn with accounts of Savilles activities in his Scarbrough caravan.The drunker the witness became the more came out.I had no reason to suspect5b the customer as a paedo.He explained that he had “knocked about with Saville and his entourage in the seventies and was friends in an acquantence sort of way with the Scarbrough set at the time.He explained Saville was well protected at the time of his offending.I passed this information on to Whitby Police.They advise me verbally that the information was passed onto the Met.Noone has ever had the decency or courtesy to contact me from Operation Yewtree.The witness is still alive and kicking and having traced his address he gave me from his stay in Staithes for him to be contacted the best I thought I could hope for would have been an officer attend on me to follow this important potential witness up.Clearly NYP either are too busy or deem it sensitive,A do nothing approach they hope will see it off up a blind alley is my take having read this.I ask you to investigate my claim.I will give you full authority to find out precisely how my Report was acted on.Its good to see the former Chief Constable of West and North Yorkshire has finally been arrested with 12 others in relation to the corruption that surrounded Hillsbrough.24 years and Justice may finally this or next year be reconciled for the Victims.To anyone involved in any cover up for such serious offences I wish on them….PERDITION.May they hang their heads in shame.Hanging would be too good for their kind.Please feel free to EMail me where I will pass on my private number for you to follow this up.Whitewashes will become increasingly difficult due the power of the internet to “Join” victims up throughout the State.Thats why a “Gagging Law” is quietly been attempted to be pushed through.Its time to end Parliamentary Priviledge.The internet shows us daily the corruption that exists at the very heart of the Establishment.Leep up your fantastic work.The next time you are in Staithes please pay me a visit.Very well done.

    it has been and still is common knowledge in scarborough to this day that both jaconelli and saville were ring leaders in a scarborough paedophile ring involving young boys in the area…. there was a prosecution in the leeds area involving jaconelli about 20 years ago which was covered up by both the council and the scarborugh evening news. there was also an incident that took place on the day of or days surrounding jaconelli’s funeral which resulted in “nonce” and that due to jaconelli’s la cosa nostra connection resulted in the murder or several people namely the people who did it and their families according to the grapevine

    Is that the Same Tom Fox who balled out Cllr Evens. Does that mean that he didn’t believe Cllr Evens or that he didn’t want attention being directed his way?

      Thank you for your comments. Although I have not met Geoff Evans he has been described to me as a very good and decent principled man who good service to the people of Scarborough as a Councillor. Geoff was very brave and principled in speaking out and I feel very sorry for him over the way he was treated. He deserved much better. I hope the fact that the truth has started to come out and he has been completely vindicated is of comfort to him.

      Everyone in Scarborough knew about Jaconelli’s abuse of children and from about 1947 – 1951 until his death in 1999. That includes Scarborough Police, where Councillor Fox served his career during the peak period of Savile and Jaconelli’s offending. As a result of other information that has come in, it also appears they knew about Savile from the mid 1970′s. According to the statement issued by Chief Constable Jones, they certainly knew about him in about 2003, as Real Whitby has consistently alleged.

      Real questions must now be asked about:

      1. Why Geoff Evans was forced out.

      2. Why SBC tried to close down Real Whitby as soon as we started digging into the cesspit of police corruption and child abuse that was the Peter Jaconelli cover-up.

      3. Why it has taken the police so long to admit the truth, following two cover-ups.

      4. What Chief Inspector Fox knew about Jaconelli.

    “What action did Cllr. Tom Fox take against Peter Jaconelli while he was responsible for Policing in Scarborough”? Could he not find any Credible, Truthful, Reliable, witnesses while holding those responsibilities.

      Thank you for your comment. Every adult and schoolboy in Scarborough knew about Jaconelli’s abuse of children from about 1947 – 1951 until his death in 1999. That includes Scarborough Police, where Councillor Fox served his career during the peak period of Jaconelli’s offending.

      We have consistently alleged that we had developed enough evidence and intelligence that if Jaconelli was still alive he would have been arrested, yet, (as in his lifetime) he was protected and no action was taken.

      Real questions must now be asked about:

      1. Why SBC tried to close down Real Whitby as soon as we started digging into the cesspit of police corruption and child abuse that was the Peter Jaconelli cover-up.

      2. Why it has taken the police so long to admit the truth, following two recent cover-ups by Assistant Chief Constable Cross and umpteen during Jaconelli’s lifetime.

    Scarborough stands at the heart of two massive institutional failures now.

    Firstly, the abject failure of the North Yorkshire Police – and, in particular, the Scarborough station commanded at the end of his policing career by Chief Inspector Tom FOX – to garner the necessary intelligence from public complaints and street/pub talk to arrest both Jimmy SAVILE and Peter JACONNELLI. Arguably the country’s two most predatory and prolific paedophiles.

    Secondly, the extraordinary way in which Scarborough Borough Council has lavished the highest civic accolades upon two men known by every adult and teenager in the area, for three generations, to be the most despicable perverts in town.

    Councillor Tom FOX, as Leader of Scarborough Borough Council, stands in the unique position of having been at the very pinnacle of the information-gathering resources of both institutions – though one does wonder about the extent of knowledge of some of the Scarborough Borough Councillors who were members of the erstwhile North Yorkshire Police Authority.

    Not only that, but his treatment of former-Councillor Geoff EVANS and the former Scarborian now living in Australia, Trevor HARRINGTON, was unforgivable – as was his utterly disingenuous statement to Full Council a month ago.     Everybody with whom I have spoken in the past couple of days has expressed, in strong terms, the view that FOX’s position in public life is now untenable – if not for his ostensive incompetence as a senior Police Officer, then for his silence, as Leader of the Council, on the SAVILE/JACONELLI issue over the past eighteen months.

    In my view, Councillor FOX will continue to brazen it out.

    Further revelations in the coming weeks will test that stance to the limit.
